CLINICAL HEMATOLOGY DEPARTMENT

– Establishment History: Founded on May 19, 1959.

2. Position, Functions, and Tasks:
2.1. Position:
The Department – Hematology and Blood Transfusion Center is a unit under the Military Hospital 103.
2.2. Functions:
Conducting tests, producing and supplying blood products for medical examinations and treatment; participating in training and scientific research in the fields of Hematology and Blood Transfusion. Commanding, managing personnel, and participating in the management of students as regulated by the State, the Ministry of Defense, Vietnam Military Medical University, and Military Hospital 103.
2.3. Tasks:
a) Medical examination and treatment services
– Conduct routine and in-depth tests in the fields of Hematology and Blood Transfusion, ensuring that tests are conducted according to the correct procedures, quickly, and accurately.
– Adhere to the specialized working regime of the Hospital.
– Organize and control the comprehensive quality of the Blood Bank, providing an adequate and timely supply of blood and blood products for the needs of clinical departments, ensuring absolute safety in blood transfusion activities.
– Develop plans and implement the technical specialization in the fields of Hematology and Blood Transfusion.
– Coordinate and organize voluntary blood donation activities.
– Maintain and continuously improve the quality management system of tests according to national and international standards.
b) Training and guiding activities
– Develop and approve programs and content of courses for the relevant training subjects; compile textbooks, lectures, and teaching materials within the department’s scope of responsibility.
– Coordinate with relevant agencies to develop, organize, and evaluate the results of training plans as assigned.
– Develop and implement plans for methods, training, and development of lecturers and staff within the department; strictly manage the team of lecturers and staff according to education and training regulations.
– Propose new methods of assessment and organize exams, credit checks, course assessments, and graduation as per the department’s responsibility; participate in evaluating and classifying the quality of learners as required.
– Organize and participate in continuous training and practical activities in the Hospital, enhancing the knowledge of Hematology and Blood Transfusion for medical staff.
– Participate in collaboration for training and development in the field of Hematology and Blood Transfusion with training institutions, hospitals, and institutes as stipulated by the law, the Ministry of Defense, Vietnam Military Medical University, and Military Hospital 103.
– Provide professional guidance to lower-level military medical units as stipulated by Military Hospital 103 and Vietnam Military Medical University.
c) Scientific research activities
– Propose research directions, organize and implement scientific and technological activities, environmental protection within the assigned topics, clinical trials, and application of medical achievements in the field of Hematology and Blood Transfusion to serve training, medical examination, and treatment.
– Publish research results in domestic and international scientific journals; propose innovative technical improvements, innovative methods for professional development; participate in scientific conferences, competitions, and international cooperation in the field of specialized and related scientific and technological fields.
d) Build a strong and exemplary Party Cell, comprehensively strengthening the Hematology and Blood Transfusion Center as a “model and exemplar.”
e) Efficiently manage the material facilities, equipment, and professional documents of the unit.
f) Participate in disaster prevention and readiness to respond to epidemics, disasters, natural disasters; fulfill duties at the Medical Clinic on Nam Yet Island in the Spratly Islands and carry out other assigned tasks and authorities.
1.3. Work Relations
a) Relationship with the Party Committee, Hospital Management Board is a relationship of obedience to leadership, direction, and command.
b) Relationship with superior functional agencies is a relationship subject to guidance, instruction, and examination in terms of specialization and professional tasks.
c) Relationship with other departments and units within the Hospital is a collaborative relationship, contracts, and subject to guidance, instruction, and examination in terms of specialization and tasks according to functions and duties.
d) Relationship with external agencies and units outside the Hospital as stipulated by the law, the Ministry of Defense, Vietnam Military Medical University and the Hospital.
