2. Position, function, task
2.1. Position
Department – Hematology and Blood Transfusion Center is a unit under Military Hospital 103.
2.2. Function
Perform tests, produce and supply blood products for medical examination and treatment; Participate in training and scientific research in the fields of Hematology and Blood Transfusion. Operate and manage officers and employees under its authority and participate in managing learners according to regulations of the State, Ministry of National Defense, Vietnam Military Medical University and Military Hospital 103.

2.3. Duty
a) Testing for medical examination and treatment
– Perform routine and specialized tests in the fields of Hematology and Blood Transfusion, ensuring tests are performed according to the correct procedures, quickly and accurately.
– Comply with the hospital’s professional work regime.
– Organize activities and provide comprehensive quality control for the Blood Bank, ensuring adequate and timely supply of blood and blood products for the needs of clinical departments, and ensuring absolute safety in blood transfusion.
– Develop plans and implement technical professional development in Hematology and Blood Transfusion
– Coordinate and organize voluntary blood donation activities
– Maintain and continuously improve the testing quality management system according to national and international standards

b) Training and direction
– Organize, develop and approve curriculum and subject content for subjects in its training major; Organize and compile textbooks, lectures, and teaching materials within its scope of responsibility
– Coordinate with functional agencies to develop, organize implementation, inspect and evaluate the results of implementing training plans according to assigned tasks.
– Develop and implement work plans and training methods for lecturers and staff in the Department; Manage your team of lecturers and staff to strictly comply with regulations and rules on education and training
– Propose to innovate methods of evaluating and organizing exams, checking credits, modules, and graduation in the fields in charge of the Department; Participate in evaluating and classifying learner quality according to regulations.
– Organize and participate in continuous training and practice at the Hospital, foster and improve specialized knowledge in Hematology and Blood Transfusion for medical staff and officer.
– Participate in cooperative training and fostering in the fields of Hematology and Blood Transfusion with training facilities, Hospitals, Institutes as prescribed by law, the Ministry of National Defense, Military Vietnam Military Medical University and Military Hospital 103.
– Participate in professional guidance for lower-level military doctors according to regulations of Military Hospital 103 and Vietnam Military Medical University

c) Scientific research
– Propose research directions, organize and deploy scientific and technological activities, environmental protection on topics at all levels, conduct clinical tests, apply medical scientific achievements in the fields of Hematology and Blood Transfusion to serve training tasks; perform medical examination and treatment.
– Publish research results on science and technology in domestic and international scientific journals; propose initiatives to improve techniques and innovate professional development methods; Participate in scientific conferences, competitions, scientific and technical innovation conferences… and conduct international cooperation activities on science and technology in professional and related fields

d) Build a clean, strong, and outstanding cell, a strong, comprehensive, “exemplary and outstanding ” Department – Center.

e) Manage and effectively use the unit’s facilities, equipment, and professional documents.
f) Participate in prevention and readiness to respond and handle epidemics, disasters and natural disasters; undertake duties at the Clinic at Nam Yet Island in the TRUONG SA Archipelago and perform other duties and powers as assigned from time to time
3. Working relationship
a) Relationship with the Party Committee and Hospital Board of Directors is relationship of submission to leadership, direction, and command.
b) Relationship with superior professional agencies: is relationship under professional direction, guidance, and inspection.
c) Relationship with agencies and units under the Hospital: is coordinated, synergistic relationship and under the direction, guidance, and inspection of expertise according to their functions and tasks.
d) Relationship with agencies and units outside the Hospital: according to the provisions of law, the Ministry of National Defense, Vietnam Military Medical University and the Hospital

4.1. Rotation ThromboElastoMetry (ROTEM).
4.2. CD3 – CD4 – CD8 count test using Flowcytometry technique.
4.3. HLA-B27 testing using Flowcytometry technique.
4.4. HLA-B27 testing using Flowcytometry technique.
4.5. High resolution HLA typing using PCR-SSO technique on Luminex system.
4.6. Anti-HLA antibody detection testing on the Luminex system.
4.7. Blood Group (ABO & Rh) Tests using gelcard on automatic system.
4.8. direct and indirect Coombs tests using gelcard on automatic system.
4.9. Compatibility testing for blood and blood products transfusion using gelcard on automatic system
