2. Unit tradition:
On August 28, 1948, President Ho Chi Minh signed a decree establishing the Vietnam Military Medical School. Subsequently, on March 10, 1949, the Military Medical School was officially established. From its inception, the Military Medical School included a Department of Finance and Food Affairs, responsible for military finance affairs and food supply. Its primary task was to manage the provision of food, clothing, allowances, and pocket money for officers and soldiers. During that period, the unit of measurement was based on rice.
On December 25, 1958, the Finance Affairs Section was separated from the Department of Finance and Food Affairs, becoming an independent entity under the Department of Logistics. This section was led by Senior Lieutenant Tran Loi Thanh. Simultaneously, the Section of Finance Affairs of Hospital 103 was established, with Mr. Nguyen Dung, a Defense employee, as its head. Professor Senior Lieutenant Colonel Do Xuan Hop served as the account owner for the section, and the account for Hospital 103 was under the direction of its Director, Lieutenant Colonel Tran Luu Khoi.
In May 1970, the Ministry of Defense made the decision to separate the Department Finance Affairs from the General Department of Logistics under the Ministry of Defense. Subsequently, on July 15, 1970, the Section of Finance Affairs became directly subordinate to the Board of Directors and established a Party cell under the Party Committee of the Military Medical University.
Following the significant triumph in the Spring of 1975 and the subsequent peaceful reunification of the nation, on November 15, 1976, the General Staff issued Decision No. 331/QD-TM, consolidating the Southern Military Medical School into the Military Medical University. This merger marked the establishment of Campus II of the University, situated at 520 Nguyen Tri Phuong, District 10, Ho Chi Minh City. Concurrently, the Section of Finance Affairs of the Southern Branch was inaugurated.
On October 4, 1989, the Ministry of Defense underwent structural changes, renaming the Department of Finance Affairs to the Department of Finance under the Ministry of Defense. Simultaneously, other units within the Ministry underwent nomenclature alterations, adopting names such as Departments and Sections of Finance. Later, on April 25, 1991, the Council of Ministers enacted Decision No. 142/CT, establishing the Le Huu Trac National Burn Institute under the auspices of the Military Medical Academy.
Subsequently, on March 16, 1996, the Ministry of Defense issued Decision No. 258/QD-QP, facilitating the amalgamation of Military Medical Intermediate School I into the Military Medical Academy. The newly formed entity was christened the Military Medical Intermediate Training College, while the Department of Finance retained its presence. The Department of Finance within the Academy efficiently managed the reception of budgets, balances, inventory, and the remaining value of supplies and assets, commencing from April 1, 1996.
On August 21, 2006, the Ministry of Defense issued pivotal directives, specifically Decision No. 140/2006/QD-BQP, delineating the establishment and restructuring of various agencies and units within the Military Medical Academy and Decision No. 66/QD-HVQY formalizing the inception of the Department of Finance, building upon the foundation laid by its predecessor. Under the guidance of the Party Committee and the Academy Board of Directors, the Department of Finance has collaborated closely with the Department of Logistics to provide counsel for the execution of the project to renovate and enhance Hospital 103 (Phases 01 and 02), the investment in machinery and equipment for human liver transplant initiatives, the refurbishment and upgrade of the Military Medical Academy’s facilities, and the procurement and installation of equipment for Departments of nutrition, laundry, and sterilization at the Military Hospital 103, among numerous other equipment acquisition endeavors at advantageous costs amounting to hundreds of billions of VND. This strategic investment has significantly contributed to the advancement of training, scientific research, medical treatment, and the overall well-being of officers, employees, non-commissioned officers, and soldiers.

3. Functions and Missions
3.1 Function:
– To advise the Party Committee and Board of Directors of the Academy on leadership, management and implementation of financial work; to provide professional direction to agencies and units of the Academy. To command and manage officers and employees under authority according to regulations of the State, the Ministry of Defense and the Military Medical Academy.
3.2 Mission:
– To assume responsibility and collaborate with relevant agencies and units in formulating annual budget requirements, financial plans, and medium-term investment plans.
– To assume responsibility and collaborate with relevant agencies and units in making plans and allocating annual budget according to regulations.
– To manage, allocate payments, approve budget settlement for agencies and units; to summarize budget settlement reports according to regulations.
– To manage State assets in the Academy; to verify investment capital settlement of completed projects and works, and submit to competent authorities for approval.
– To guide the implementation of policies, regimes and standards related to finance issues; to promulgate documents guiding the implementation of financial management policies and regimes according to regulations.
– To assume responsibility and coordinate with agencies and units in advising and carrying out the work of liquidating and handling the unit’s assets according to regulations.
– To periodically and irregularly organize inspections of financial activities at agencies and units.
– To build a clean, strong and typical cell, a comprehensively strong unit that is “exemplary and typical”.
– To perform other tasks and authority when assigned

5. Noteworthy accomplishments:
Third-class Fatherland Defense Order in 2013 for outstanding achievements in training, combat service, building up the people’s army, and strengthening national defense from 2008 to 2012, contributing to the cause of building socialism and protecting the Fatherland.
Certificate of Merit in 2018 for outstanding achievements in work from 2016-2017, contributing to the cause of building up the army, strengthening national defense and protecting the Fatherland.
