2. Historical background of the Department
Date of establishment: March 25, 1949
Organizational structure: Including 3 Divisions (Division of Science-Information, Division of Documentation-Library and Division of Editorial-Publishing). The Department’s party organization is a grassroots cell directly under the Party Committee of theVietnam Military Medical University.
In March 1949, the Library under the Educational Department of the Vietnam Military Medical College was established. At first, the Library had only one bookcase in charge of comrade Cung Binh Trung and then comrade Dao Cong Beu. In 1957, the Library’s facilities were gradually upgraded, with a rich archive of documents and many foreign reference books, especially Russian books. From 1954 – 1963, in charge of book management were comrades Le Duc Chat, Nguyen Dinh Han and Le Thanh The.
In 1963, the Library was under the Department of Scientific Research.
In 1969, the Information Section was under the Department of Scientific Research Management; Library was under the Department of Training. In charge of the Library were comrade Nguyen Huu Khanh and comrade Nguyen The Bien. From 1974, the Library belonged to the Department of Scientific Research, headed by comrade Phan Thanh Tra (1974 – 1983). Comrade Ngo Tien Dan was in charge (1983 – 1984) and Head of the Committee (1984 – 1989). During the years of destructive war in the North, the Library and the Military Medical College had to be evacuated. Although it was difficult to move a large number of books, the work of serving readers was still guaranteed, cadets always had books to study, and officers had books for reference purposes.
In early 1976, three departments including the Library, Scientific Information and Literature Library were merged into the Department of Information-Library under the Military Medical College’s Board of Directors. At this time, the Southern Branch Library is also under the College’s Department of Information-Library.
In August 1983, the Specialized Library (under the Department of Training), the Department of Information (under the Department of Scientific Research), and the Literature Library (under the Department of Political Affairs) were separated.
In August 1988, the Library was separated from the Department of Training, directly under the College’s Board of Directors.
From July 1989 to August 1990, the Division of Information and Science and Literature Library were merged into the Library to become the Department Scientific Information and Library.
In February 1992, the Editorial Board (under the Department of Training) merged with the Department of Information, Science and Library and changed its name to the Scientific Publishing and Documentation Information Center, led by comrade Pham Van Hop as Head of the Center (1988 – 1996).
In 1998, implementing the decision of the General Staff on consolidating the staffing and organization of information agencies throughout the army. The Scientific Publishing and Documentation Information Center changed its name to the Department of Information, Science, Technology and Environment, with Mr. Tran Luu Viet as Head of the Department. After that, comrade Do Tien Luong became Head of the Department, Comrade Nguyen Van Chinh became Deputy Head of the Department (December 2002 to December 2010). In January 2010, the Department moved to a new location with synchronized equipment. The digital library system and information search network can meet all readers’ needs for searching documents. Documents are always updated, fully meeting the needs of training, scientific research and treatment.
In September 2010, the Department of Science, Technology and Environmental Information changed its name to the Department of Military Science Information. In January 2011, comrade Nguyen Van Chinh was appointed Head of the Department, Comrade Nguyen Duy Hung was appointed Deputy Head of the Department. In April 2019, comrade Dr. Ngo Dac Sang was appointed Head of the Department, comrade Dr. Tran Thi Huong was appointed Deputy Head of the Department. In May 2021, Dr. Tong Quoc Dong was appointed Head of the Department.
Along with the formation and development of the Vietnam Military Medical University, the Department of Military Information and Science has actively contributed to serving the training, scientific research and treatment of the University; Meeting the needs of information materials, textbooks, and reference materials for subjects. The work of collecting, processing and disseminating scientific information in the fields of Medicine, Pharmacy and Military Medicine is regularly updated to promptly provide it to readers. The Library of the Vietnam Military Medical University is one of the leading libraries in the system of specialized medical and pharmaceutical libraries in the country with modern facilities and rich learning and research materials that increasingly attract a large number of readers. The system of textbooks and teaching materials is increasingly improved in both appeareance and quality, especially Vietnamese – English bilingual teaching textbooks, which have contributed to improving foreign language capacity and proficiency in teaching, research, communicate, study and work in an internationally integrated environment.

3. Function and Responsibilities
The Military Science Information Department provides counsel to the Executive Committee, Party Committee, and the Board of Directors of the Vietnam Military Medical University. It directly carries out activities related to scientific information, library services, editing and publishing, all of which serve the educational, scientific research, and treatment missions of the University.

– In 1994, awarded the Minister of Defense’s Meritorious Unit Flag for leading various emulation movements.
– In 1997, received a Commendation from the Ministry of Culture and Information for outstanding achievements in ensuring book services for the people.
– In 2014, received a Commendation from the Minister of Defense for exemplary contributions to Military Scientific Information during the 2009-2014 period.
– In 2018, awarded a Commendation by the Minister of Defense for outstanding performance in the years 2016-2017, contributing to the construction of the military, the strengthening of national defense, and the protection of the homeland.
– In 2019, received a Commendation from the Minister of Defense for exceptional achievements in Military Scientific Information during the 2015-2019 period, contributing to the construction of the military, the strengthening of national defense, and the protection of the homeland.
