2. 2. Functions and tasks
* Treatment tasks:
– The Department of Psychiatry – Military Hospital 103 is the highest-level military psychiatric department. With a team of highly qualified doctors and staff as well as modern equipment, the department is responsible for medical examination, collection, and treatment of patients with mental illnesses for military personnel, defense workers, patients covered by health insurance and the people according to the assigned plans and targets.
– The Department of Psychiatry implements the quality criteria as assigned by the Hospital; actively participates in improving quality in medical examination and treatment to ensure patient safety.
Examination and treatment by the open door method
– The Department of Psychiatry is the place where the standing agency of the Medical Assessment Council for Mental Illness of the Ministry of Defense is located which has the task of assessing and settling regimes on mental illness for the whole military section.
– The Department of Psychiatry also conducts online direction under the Military Hospital 103 in the field of mental illness. The Department provides continuous training and technical transfer to military medical facilities and other hospitals when assigned.
– The Department strictly implements 44 professional regimes of the Hospital, resolutions to preserve medical ethics against negativity in treatment; builds and maintains a culture of behavior in the unit.
– The Department performs other treatment tasks assigned by the Military Hospital 103 and the Vietnam Military Medical University.

– Training according to the program of Vietnam Military Medical University for staff of following groups: long-term military medicine, civil medicine, First-degree specialists and Second-degree specialists, master’s degree and resident doctors, specialty orientation, bachelor of nursing.
– Psychiatric Training for Field Hospitals 2.2 and 2.4
– Training for foreign students studying at Military Hospital 103 (Laos, Cambodia)
– In-service training for officials and employees (doctors and nurses).
– Other training tasks assigned by the Military Hospital 103 and the Vietnam Military Medical University.
In-service training for young doctors of the unit
* Scientific research tasks:
– Scientific research on the topics in the field of Psychiatry and some related fields.
– Apply research results to treatment and training.

* Actively implement and develop psychiatric techniques including:
– Conventional electroconvulsive technique; Anesthetic electroconvulsive technique; Preanesthesia technique; Brain air injection technique; Computerized electroencephalography technique.
– In which, anesthetic electroconvulsive technique is the only intensive technique implemented in Vietnam to bring treatment efficiency and life quality to mental patients.
