2. Unit Tradition
On June 8, 1966, the Vietnam Military Medical University was established with the mission of training and fostering doctors and pharmacists for universities. In response to new mission requirements, the Department of Political Education was established in April 1967 (April 22, 1967 was designated as the traditional day for the Departments of Social Sciences and Humanities – the Vietnam Military Medical University).
During the period from April 1967 to March 1984, despite the extremely difficult conditions in the country during the resistance against the United States for national salvation, the officers and teachers of the Department consistently fulfilled their assigned tasks. Particularly, from March 1972 to March 1973, the department’s officers and teachers actively participated in sending fifth-year and sixth-year students to serve in medical facilities along the frontlines in the fight against the United States, from Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Vinh Linh, to the Tri Thiên battlefield.
After the victory on April 30, 1975, the country entered a new revolutionary period, achieving independence, reunification, and progressing towards socialism. The university’s overall tasks, and the department’s specific tasks, increasingly demanded more in terms of various aspects of work, especially concerning the number of classes, teaching hours, and the target audience. Alongside teaching duties, scientific research work began to receive more emphasis during this period, with several scientific reports and discussions held, contributing to the improvement of teaching and learning quality.
In April 1984, in response to new mission requirements and following the authorities’ directives, the Department of Political Education was split into two departments: the Department of Marxist-Leninist Theory (referred to as K30) and the Department of Party Affairs and Political Work (referred to as K31). In the period from 1984 to 1992, the Department of Party Affairs and Political Work was structured into three subject groups: the Party Affairs and Political Work group, the Party History group, and the Psychology and Ideology Development group.
In March 1992, due to the new mission requirements of the military and the need for organizational unity and structure within the Academy, the Department of Marxist-Leninist Theory and the Department of Party Affairs and Political Work were merged to form the Social Sciences Department (referred to as K30). By the end of 1998, following Decision No. 363 of the Academy’s Board of Trustees, the Social Sciences Department was further restructured and renamed the Social Sciences and Humanities Department (referred to as K30).
In March 1992, in response to the Army’s new mission requirements and the unification of VMMU’s organization and staffing, the Department of Marxism-Leninism and the Department of the Party and Political Affairs were merged into the Department of Social Sciences (known as K30). By the end of 1998, according to Decision No. 363 of the General Staff, the Department of Social Sciences continued to be consolidated and renamed the Department of Social Sciences and Humanities (coded as K30).
In August 2004, implementing Decision No. 741/QD-TM dated August 7, 2003 of the Chief of General Staff on restructuring the organization of Departments of Social Sciences and Humanities across all the training establishments in the Army, the Director of VMMU issued Decision No. 1451/QD-VP and Decision No. 1452/QD-VP on August 16th 2004 to establish the Department of the Party and Political Affairs (known as K31) on the basis of separation from the Department of Social Sciences and Humanities.
Currently, the Department of the Party and Political Affairs has 4 Departments, including the Faculty of the Party and Political Affairs, the Faculty of the Party History, the Faculty of General Education and Training, and the Faculty of the State and Law (established 2004). The total number of members of the Department of the Party and Political Affairs is currently 15, including 12 lecturers, 02 pending lecturers and 01 staff member. With a high sense of responsibility and solidarity, up to now all teaching programs have been newly developed and regularly supplemented. 100% of the Department’s lecturers have postgraduate degrees (05 Doctors, 02 PhD students, 05 Masters and 02 pursuing Master’s degrees). The capacity and teaching qualifications of lecturers have been greatly improved, many of whom have been qualified as the Principal Lectures, Senior Lecturers, and Excellent Lecturers at the University and Ministry of National Defense levels. The innovation of teaching methods has been actively implemented, contributing to the overall improvement of the quality of lectures.
Along with teaching tasks, various scientific research activities have been increasingly promoted. Specifically, the Department of the Party and Political Affairs has chaired and been involved in researching many projects at all levels, especially those at the Ministry of National Defense and Sectoral levels. The Department has also been involved in compiling textbooks and educational materials for all students, guiding them to conduct scientific research and publish scientific articles in specialized and interdisciplinary journals. At the same time, it has completed all the tasked assigned and directed by VMMU and superior agencies.
Since then, on an annual basis the Department has been recognized as a Fully Comprehensive unit, a Fully Comprehensive Party cell, with no cases of violation of laws and regulations or being subject to any punishment. With its achievements, the Department of the Party and Political Affairs has received many noble awards from VMMU, the Ministry of National Defense, the Prime Minister and the President of the country.
Currently, in relation to new requirements and missions of national development and protection, the development of the Army, especially with the goal of establishing VMMU as a key educational institution across the country, the Departments of Social Sciences and Humanities are faced with many challenging tasks and strict requirements. However, with enthusiasm, determination and the unweaving efforts of all the staff, the Department will always strive to overcome difficulties and challenges to complete its assigned tasks of teaching, conducting scientific research, staff training and organizational growth, all of which contribute to the overall development of VMMU in particular and the Army in general.
3. Roles and Missions
3.1. Roles
The Faculty of the Party and Political Affairs is a unit under the Vietnam Military Medical University (VMMU). It is under the leadership of VMMU’s Party Committee, the management and command of the VMMU’s Director and Political Commissar, and the guidance from specialized Faculties and Divisions. Its roles include educating all undergraduate, graduate and postgraduate course-members about the Party and Political affairs as well as social sciences and humanities. It also participates in scientific research, provides training for a team of highly qualified lecturers and leaders, strives towards the organizational growth as well as completes other assigned tasks.

5. Outstanding achievements
Promoting the tradition of nearly 55 years of development and growth, along with the heroic traditions of VMMU, the Department of the Party and Political Affairs has achieved great things in all aspects, with many excellent achievements.
