TRADITION OF THE AGENCY
From 1990 to July 2013, the Vietnam Military Medical University had only one position of Assistant Inspector. Implementing Circular No. 112/2013/TT-BQP dated July 16, 2013 of the Minister of National Defense, the University has additional titles of Chief Inspector and Inspector. On December 21, 2017, the Director of the Vietnam Military Medical University issued Decision No. 4630/QD-HVQY on announcing the implementation time for organizations with changes according to Decision No. 1441/QD-TM dated September 26, 2017 of the Chief of the General Staff on promulgating the organizational structure and staffing of the Vietnam Military Medical University. Accordingly, on December 22, 2017, the Inspection agency was established, directly under the administrative block, and is a functional agency under the Vietnam Military Medical University; The staffing structure includes Chief Inspector and Inspector.
III. POSITION, FUNCTIONS, DUTIES, POWERS
According to Decision No. 3913/QD-HVQY dated October 10, 2022 of the Director of the Vietnam Military Medical University, the Inspectorate has the following positions, functions, duties, and powers:
a) Position: The Inspectorate is an agency directly under the Vietnam Military Medical University
b) Function: Provide advice to the Party Committee and Board of Directors of the University to lead, direct, manage, and organize inspection activities, receive citizens, and resolve complaints and denunciations and carry out anti-corruption work according to regulations; Conduct administrative inspection of agencies and units under the management of the Head of the University. Command and manage subordinate officers according to regulations of the State, the Ministry of National Defense and the Vietnam Military Medical University.
Duties and powers
a) Inspection work
– Develop an inspection plan to submit to the University’s Board of Directors for approval and organize the implementation of the plan in accordance with the provisions of law;
– Inspect the implementation of military tasks, directives, orders and regulations of the Ministry of National Defense and the University for agencies and units under the direct management of the Head of the University;
– Inspect other cases assigned by the University’s Board of Directors;
– Monitor, urge and inspect the implementation of conclusions, recommendations and handling decisions for issues related to inspections carried out by superior inspectors and the University at agencies and units under the management of the University’s Board of Directors
– Manage inspection work and provide professional guidance on inspection work to leaders of agencies and units under the University.
b) Citizen services, resolution of complaints and denunciations
– Provide advice to help the University’s Board of Directors manage and direct the tasks of receiving citizens, resolving complaints and denunciations;
– Carry out the tasks of receiving citizens and resolving complaints and denunciations according to the provisions of law;
– Provide professional guidance on citizen services, complaint and denunciation resolution for leaders of agencies and units under the University.
c) Anti-corruption work
– Provide advice to the Party Committee and Board of Directors of the University to lead, organize and implement the policies and regulations of the Party, the laws of the State, the Central Military Commission, the Ministry of National Defense, the University’s Party Committee on anti-corruption; Propose the development of programs and plans on anti-corruption work of the University;
– Preside and coordinate with relevant agencies to provide advice to the Party Committee and Board of Directors of the University to lead and direct the implementation of anti-corruption tasks in the Academy; Research, develop and issue documents on anti-corruption work to submit to the Party Committee and Academy Board of Directors for consideration and decision.
– Provide advice and proposals to the Party Committee and Board of Directors of the University to direct coordination between agencies and units under their authority in implementing the task of anti-corruption; Guide, inspect, examine and urge the implementation of anti-corruption work throughout the University;
– Preside and coordinate with relevant agencies and units to advise and propose to the Party Committee and Board of Directors of the University to direct the detection and handling of cases showing signs of corruption within the University; Resolve denunciations, complaints, and recommendations related to corruption within the scope of authority;

– Perform other tasks related to anti-corruption assigned by the Party Committee and Board of Directors of the University.

d) Carry out monitoring, synthesizing, implementing preliminary and final reviews, providing information, reporting on the situation and results of the inspection, citizen services, resolution of complaints and denunciations, anti-corruption and recommend rewarding groups and individuals with outstanding achievements in these tasks according to regulations.

e) Participate in building a clean, strong, excellent party organization, a comprehensively strong and exemplary agency.

f) Perform other tasks and powers when assigned..
