2. Unit Traditions
*Logistics Work from 1949 to 1953
According to Directive No. 243/SL issued on August 28, 1948, signed by President Ho Chi Minh, the Military Medical Academy, the predecessor of Vietnam Military Medical University, was established. From the very beginning, logistics work, focusing on building camps, classrooms, and ensuring food and clothing, was initiated by a group of officers and staff.
In the spring of 1950, the Military Medical Academy moved to Xom Dong Kho, Lang Huyen, Vo Tranh Commune, Phu Luong District, Thai Nguyen Province. From March 17 to 19, 1950, the Party Committee of the University held its first congress, during which the University officially assumed responsibility for logistics and was ready to serve in both combat and the overall development of the institution. This is the basis for the decision of the Party Committee and the Board of Directors of Vietnam Military Medical University to establish March 19, 1950, as the traditional day of the Logistics and Technical Department.
*Logistics Work from 1954 to 1964
After the Dien Bien Phu Campaign, in December 1954, the Military Medical School relocated from Thai Nguyen to Tran Hung Dao Street, Hanoi, and temporarily stayed in some facilities near the 108 Central Military Hospital today. In July 1957, the Ministry of National Defense decided to change the name of the Military Medical School to the Military Medical Officer School. Along with this decision, the school moved from Hanoi to Xa La Hamlet, Van Yen Commune, Ha Dong District, Hanoi. In 1959, the logistics unit, along with academy officers, staff, and trainees, constructed the first three high-rise buildings (Buildings No. 1, No. 2, and No. 3).
*Logistics Work from 1965 to 1990
In 1965, to fulfill its mission requirements, the Logistics Department was organized with units, including the Equipment Division, the Supply Division, the Finance Division, the Medical Division, and the Transportation Team. On January 20, 1976, Vietnam Military Medical University established an Economic Division under the Logistics Department with the task of organizing food production, construction materials, and collaborating with laboratories to produce certain types of medicine.
*Logistics Department from 1990 to 2010
In response to new mission requirements, under Decision No. 363/QD-QP of the Ministry of National Defense, the Board of Directors of the University decided to disband the Production Team of Phu Nghia, the Production Team of Luc Nam, the Supply Department, and the Planning Department.
– In 2000, the Fuel Department was split into the Fuel and Oil Department and the Transportation Team. The Transportation Team’s role is to ensure transportation for the entire academy.
– In the years 2006-2008, in line with the Party’s and the state’s guidance on combining defense with economic development, the academy constructed a fuel distribution station to both meet the academy’s fuel needs and engage in economic activities.
*Logistics and Technical Department’s Development from 2010 to 2023
On January 22, 2010, the Vietnam Military Medical University issued Decision No. 241/QD-HVQY recognizing March 19, 1950, as the traditional day of the Logistics and Technical Department.
During the period from 2010 to 2018, the Department had four divisions and one transportation team to meet the requirements of standard, high-quality, and comprehensive logistics and technical services. The Department ensures the logistics and technical needs of the academy’s training, medical treatment, and scientific research missions, as follows:
Logistics: To build and adjust the logistics system and set the quality and quantity standards for the academy’s officers, staff, and soldiers.
Camp: To have clean, green, and tidy training grounds, clinics, and sanatoriums.
Medical Services: To ensure the health of the academy’s soldiers at over 99%.
Transportation: To organize trips for officers, staff, and trainees to practice and intern at hospitals and other units, ensuring absolute safety. The Department regularly maintains technical standards in strict compliance with regulations. Its mass movement activities are widely carried out, closely linked to the implementation of sectoral emulation campaigns, especially the campaign “Logistics Follows Uncle Ho’s Teachings.”
3. Functions and Tasks
3.1. Functions
The Logistics and Technical Department provides advice to the Party Committee and the Board of Directors of the academy in leading and directing logistics and technical work. The Department organizes and manages logistics, ensuring the full and high-quality implementation of the academy’s political tasks. The Department also commands and manages units, officers, staff, and soldiers in accordance with state regulations, the Ministry of National Defense, and Vietnam Military Medical University.
3.2. Tasks
Logistics Work:
– Planning and organizing the implementation of logistics support according to the unit’s tasks. Taking care of all aspects of military life, ensuring the full and high-quality implementation of stipulated regulations.
– Managing the logistics budget allocation according to regulations.
– Organizing training and professional development in logistics work for officers, staff, and soldiers in the unit.
– Directing, guiding, and inspecting all aspects of logistics work within the academy.
Technical Work:
– Planning and organizing the implementation of technical support according to the unit’s tasks and ensuring the coordination of technical equipment.
– Managing the technical budget allocation as stipulated.
– Organizing training and professional development in technical work for officers, staff, and soldiers in the unit.
– Directing, guiding, and inspecting all aspects of technical work within the academy.
Building a strong, exemplary Party Committee and a comprehensive, exemplary unit, “Model, Exemplary” in line with the implementation of sectoral emulation campaigns.

5. Outstanding achievements
The Logistics-Technical Department was awarded: the 1st Class Combat Medal on October 3, 1979, for “outstanding achievements in combat and production labor”; In October 2009, the Department received a Certificate of Merit for “achievements in training, combat readiness, construction, and defense of the country” from the Prime Minister; a Commendation from the Minister of National Defense, three Commendations for mass mobilization work (2002, 2007, 2016) from the General Political Department. The Department was awarded six Commendations for well-implementing the movement “Military Logistics follows Uncle Ho’s Teachings” (2005, 2009, 2015, 2016, 2017, 2018, 2019) from the Deputy Minister of Defense, Flag of Emulation from the Ministry of National Defense in 2019, Commendation from the Minister of Defense in 2022 for 10 years of implementing Resolution 623-NQ/QUTW and Resolution 382-NQ/QUTW on logistics and technical work in the period.

– Mission: The Logistics-Technical Support Unit is responsible for ensuring timely and adequate logistical support, as well as providing technical equipment and supplies for the University in all situations.
