– History of formation and development
In March 1950, the Administrative Department (the predecessor of the Office and a number of functional agencies of VMMU today) was formed to advise and assist the School’s commander on clerical work, administration, logistics and finance. During this period, the Administrative Department had 04 comrades, led by comrade Pham The – member of the Indochina Communist Party, Medical Student of Course I of the University assigned to be in charge of the concurrent duties, then comrade Dao Xuan Tra – Head of the School’s Political Affairs Committee was assigned concurrent responsibility.
On March 18, 1950, comrade Nguyen Giac Nhien was appointed to be in charge of the Administrative Department and from this point on, the Administrative Department became a specialized department with an independent staff, placed under the direct leadership and direction of the School and since then, March 18 every year has become the traditional day of the Office of VMMU.
Under the absolute and direct leadership and direction in all aspects of the Party Committee and Commandant of the University over the periods, along with the continuous development of VMMU in general, the Office of VMMU has Overcoming difficult and challenging journeys, gradually developing and maturing with many different names: From the original Administrative Department to Management Administration Department, General Administration Department, Staff – Administration Department. From 2000 until now, the name has been changed to Office of Vietnam Military Medical University.
Currently, according to the Office’s Staff Organization Schedule (issued together with Decision No. 1441/QD-TM dated September 26, 2017 of the Chief of General Staff of the Vietnam People’s Army), VMMU’s Office includes: Chief of Office and Deputy Chiefs of Office; Political assistant; Legal Assistant; Subordinate agencies and units include: General and Planning Department, Training Department, Armed Forces Department, Records and Archives Department, Administration Department, Information Department, Guard Company, Hoa Phuong Do Kindergarten (provisional organization); VMMU’s Inspectorate is an organization directly under VMMU, and officers participate in party activities and military administration at the Office.
3. Functions and tasks
3.1. Function
Advise, synthesize and administratively serve the direction, management and administration of the Board of Directors in carrying out the unit’s tasks. Organize and carry out military administrative work. Command and manage units, officers, employees and soldiers under authority according to regulations of the State, Ministry of National Defense and VMMU.
3.2. Mission
a) Advise the Head of the unit’s Board of Directors to direct, deploy, guide, inspect and urge the implementation of the following tasks:
– Research and synthesis; develop programs, plans, and work schedules; Notice conveying instructions and conclusions of the Head of the Academy; administrative reform; Maintain implementation of the Academy’s working regulations.
– Operational Advisory; Command, Physical Education and Sports; Rescue – Rescue; combat training; maintain discipline; Build regular and guard units throughout the Academy.
– Keeping documentation, confidentiality, and storage according to regulations of the Party, State, Army and Academy.
– Ensuring military communications are timely, accurate, confidential, and safe.
– Legal work and implementation of state management by law belong to the functions and tasks of the Academy according to regulations.
– Act as a focal point to help the unit’s Board of Directors maintain working relationships with superiors, agencies and units inside and outside the Academy.
b) Organize and implement, direct and guide agencies and units within VMMU on the following aspects of work:
– Preside over and coordinate with relevant agencies to ensure working and living conditions of the Board of Directors; serving meetings, conferences, and welcoming guests of VMMU.
– Organize the implementation of military guarding and control, maintain order and ensure the safety of the headquarters; departments, faculties, institutes, centers; student management systems and other assigned goals in accordance with the orders, rules and regulations of the Army and VMMU.
– Direct the unit’s kindergarten to organize the care, nurturing and education of children according to the preschool education program of the Ministry of Education and Training, instructions from superior professional agencies and of the Academy.
c) Build a clean, strong and typical Party Committee, a comprehensive and strong unit that is “exemplary and typical”.
d) Manage and command military administration, party work, and political work for the Inspectorate, the Armed Forces Board according to the provisions of law, the Ministry of National Defense and VMMU.
e) Perform other tasks and powers when assigned.
4. Typical achievements
– In 2007, the Minister of National Defense awarded the Certificate of Merit for 5 consecutive years of outstanding achievements in Office work (2001 – 2006).
– In 2010 and 2014, the Prime Minister awarded Certificates of Merit for achievements in training, combat service, building the People’s Army force, strengthening national defense, contributing to the cause of building Socialism and protect the Fatherland.
– In 2011, the Hanoi People’s Committee awarded a Certificate of Merit for successfully completing the coordination of activities to build a strong safe area associated with building a comprehensive strong unit.
– In 2015, the Minister of National Defense awarded the Certificate of Merit for outstanding achievements in implementing administrative reform in the period 2011-2015
– In 2018, the Minister of Defense awarded the Certificate of Merit for outstanding achievements in building and applying the Quality Management System according to National Standard TCVN ISO 9001:2008 for the period 2014-2018, contributing to the career Build the Army and protect the Fatherland.
– In 2019, it was awarded the Third Class Fatherland Defense Medal by the President of the Socialist Republic of Vietnam, for his outstanding achievements in training, combat service, building the People’s Army force, and consolidating national defense since 2019. 2014 to 2018, contributing to the cause of building socialism and protecting the Fatherland.
– In 2023, the Minister of Defense awarded the Certificate of Merit for outstanding achievements in building and applying the Quality Management System according to National Standard TCVN ISO 9001:2015 for the period 2019-2023.
