2. Tradition
On November 15, 1966, the Ministry of National Defense decided to establish the Pharmaceutical Branch under the Vietnam Military Medical University. It is stationed in Xuan Duong village – Van Phuc commune and Dong My commune – Thanh Tri district – Hanoi. The Pharmaceutical Branch was formerly known as the Military Pharmacy University Board (established in November 1949) under Viet Bac University of Medicine and Pharmacy, and then the Military Pharmacist School (established in July 1950). November 15, 1966 was recognized as the unit’s traditional day according to Decision No. 241/QD-HVQY dated January 22, 2010 of the Political Commissar of the Vietnam Military Medical University.
In 1981, to improve the overall competency of pharmacy staff in the Army, the Ministry of National Defense decided to allow the Vietnam Military Medical University to provide specialized pharmacy training classes. As a result, the Department of Pharmacy and Military Medical Supplies (K45) was established on September 3, 1981.
On August 10, 1985, the Vietnam Military Medical University decided to establish the Department of Military Pharmaceutics and Medical Supplies on the basis of merging K45 and laboratory No. 5 (symbolized as K85). In 1993, the Department was assigned by the Ministry of Education and Training, the Ministry of National Defense and the Vietnam Military Medical University to train Doctors and Masters of Pharmacy.
Since 1997, the Ministry of Education and Training and the Ministry of National Defense have decided that the Vietnam Military Medical University continues to provide training for university-leveled pharmacists after a hiatus of more than 20 years. In 1998, the Ministry of National Defense issued Decision 363/QD to establish the Department of Military Pharmacy on the basis of the Department of Military Pharmaceutics and Medical Supplies.
On August 21, 2006, the Ministry of National Defense issued Decision No. 140/2006/QD-BQP to establish the Pharmaceutical Research and Training Center on the basis of the Department of Military Pharmacy – Vietnam Military Medical University (hereafter VMMU).
On March 10, 2018, according to Decision No. 4630/QD-HVQY dated December 21, 2017 of the Director of VMMU (Pursuant to Decision No. 1441/QD-TM dated September 26, 2017 of the General Staff on issuing the Organization and Staffing Schedule of VMMU), the Pharmacy Training and Research Center was upgraded to the Pharmacy Training Institute.
3. Role and Mission
The Pharmacy Training Institute is a unit under the Vietnam Military Medical University, with the function of organizing and implementing the tasks of teaching and conducting scientific research in Pharmacy, Military Pharmacology and related fields. Unit commanders and supervisors as well as staff members under their authority are required to monitor learners according to the regulations of the State, the Ministry of National Defense and VMMU. Specifically, the Pharmacy Training Institute performs the following tasks:
1. Organize the development and approval of programs and subject content for members in specialized training courses; Design textbooks and other teaching materials as well as produce lessons within the scope of responsibility.
2. Coordinate with functional agencies to evaluate the outcomes of implementing training schemes as assigned.
3. Develop and implement methodological work plans and training for lecturers and staff within the Institute; Manage a team of staff members and lecturers who strictly comply with the regulations on education and training.
4. Propose innovations for evaluation methods, exam organization, credit-based testing, modules, and graduation procedures within the scope of responsibility of the Institute; Participate in evaluating and classifying learner competency according to the regulations.
5. Propose research directions as well as organize and conduct scientific and technological activities.
6. Manage and effectively use the unit’s facilities and equipment.
7. Strive to build a transparent, strong and exemplary party committee, as well as a strong unit that is “exemplary and comprehensive”.
8. Perform other tasks when assigned.
