2. History of Establishment and Development:
According to Decision No. 1271/QD-HVQY dated June 13th, 2008 of the Military Medical University, No. 1627/QD-BQP dated May 7th, 2018 of the Ministry of National Defense, the Project Management Unit is assigned functions and tasks as follows:
– Help the Investor (Military Medical University) develop projects, submit them to competent authorities for deciding investment policies, approving projects, as well as managing and implementing construction investment projects which Military Medical University is the investor.
– Build a comprehensively strong Unit, ready to receive and complete all assigned tasks
Immediately after its establishment, the Board of Directors assigned the Project Management Unit to implement a large project to renovate, and upgrade the Military Medical University’s equipment (Including the main building blocks: Office and labor offices (N11), Dormitory for undergraduate students (N5), Dormitory for postgraduate and international students (N6), Library (N9), Practical surgery Building (N14) …). This project played an important role and was considered the investment foundation for building synchronous and modern technical infrastructure, meeting the implementation of the University’s central political tasks of training, research and treatment.
After being completed, this project achieved high efficiency, meeting synchronous area and equipment, ensuring long-term learning and working conditions for units under the University with more than 1,500 students, officers, employees, and workers and 2,000 students, soldiers.
In the following years, the University’s Party Committee and Board of Directors assigned the task of managing more projects, especially the level I project of Military Medical Hospital 103 with a total adjusted investment of 3,054 billion VND with high quality technical requirements, modern applied standards and regulations, in accordance with the development trends and orientation of Military Hospital 103. In addition, The Unit’s projects are implemented with diverse management levels, investment goals, project types, and different capital sources such as: Foreign Language Center and Central Lecture Hall Renovation Project (30 billion VND); Pharmaceutical Training Institute Construction Project (59.5 billion VND); Public House Construction Project (38 billion VND); Construction investment project of Lecture Hall, Executive House (75 billion VND), 103 Funeral House of Military Hospital 103 (120 billion VND); Investing in purchasing nutrition department’s equipment, laundry equipment, central sterilization equipment (145 billion VND)…
From 2008 to 2023, through the research process, with the advice of the Project Management Unit and agencies within the University, the Board of Directors has approved the promulgation of regulations and processes to serve project management, built a coordination mechanism between relevant agencies and units in construction project management such as: Project management process, quality management process, bidding process… contributing to the synchronization in the process of implementing capital construction work.
Projects implemented by the Project Management Unit always ensure progress, quality, labor safety, and environmental sanitation, and are recognized and trusted by the Head of the Ministry of National Defense and the Head of the University for their management capacity.
With the initiative and collective efforts, the unit has gradually strengthened its organizational structure. The number of staff of the Unit currently includes the Head of the Unit and 10 officers and employees being in charge of Planning – Finance, Engineering.
The University’s Party Committee and The Board of Directors evaluate the officers and employees of the Project Management Unit to be professionally qualified, always dynamic and enthusiastic in their work. The Project Management Unit is a group that unites, shares, and overcomes difficulties to complete assigned tasks successfully. With the specific nature of construction project management spread across locations, unexpected work, and many situations arising at the site, the Dean quickly grasped and effectively directed the tasks. In the management of construction investment projects, the Unit has coordinated smoothly with units inside and outside the Army, as well as contractors, and has gradually built trust with partners.

3. Functions and duties:
The Project Management Unit is responsible for organizing and managing the implementation of projects of the Military Medical University according to current regulations of the State, the Ministry of National Defense and the University’s Party Committee’s leadership regulations on investment in basic construction and in purchasing equipment.

The Project Management Unit is responsible before the Law, the Party Committee, the Investor, and the Board of Directors for organizing, managing, and implementing projects according to current regulations. Implement the annual plan according to the Decision of the Director and the funding capacity of the State and Ministry of National Defense.

The Project Management Unit is the advisory body of the Party Committee and the Board of Directors of the University in the field of investment and implementation of construction investment projects.
