2. Unit Tradition
– The Training Department was established on March 20, 1950, as the Training Support Unit, initially consisting of three members. In March 1951, the Management Board of Education for the Military Medical School (now the Vietnam Military Medical University) was established to assist the School’s Board of Directors and teachers in education and training amidst the challenging and fluctuating circumstances of the anti-French colonial resistance. On January 15, 1956, the Management Board of Education was renamed the Educational Administration Department, focusing on developing general training programs and allocating time for theoretical and practical training for different departments and courses. The approach to training emphasized the principles of being fundamental, systematic, and comprehensive.
– In 1965, the Training Department was established and consulted the School (now the Vietnam Military Medical University) in developing training programs for various target groups with the principle of “Strongly shifting the content and methods of training and nurturing personnel in accordance with the wartime style.” The department played a vital role in preparing all aspects for the long-term training of military doctors.
– During the period from 1967 to 1981, the Training Department began implementing long-term training programs for doctors and pharmacists. Its primary task was to manage the training of classes under evacuation conditions. The department also provided guidance and advice to the leadership and command of the University in implementing undergraduate and postgraduate training tasks. After 1975, the Military Medical School in the Southern region merged with the University of Military Medicine and became the second campus of the University. The Training Department continued to provide guidance and advice to the University’s leadership in consolidating and building the organization of departments and faculties, supplementing regulations and policies, and directing training activities at the second campus.
– On December 16, 1981, the University of Military Medicine was upgraded to the Vietnam Military Medical University. During this transition, the Training Department provided guidance and advice to the Party Committee and the University’s leadership in implementing educational reforms, promoting scientific research and development, and enhancing the quality of education and training.
– During the renovation period from 1990 to 1999, the University adopted the training philosophy of “Fundamental – Systematic – Unified – Specialized.” The range of training programs offered by the University expanded, and specific programs for different target groups were developed through the Council’s coordination. The Training Department advised the University’s leadership on training workshops for instructors, lecturers, and teachers on Vietnamese educational pedagogy, active teaching methods, and capacity-building in problem-solving, foreign languages, and computer skills. The department organized training meetings to implement training activities, draw lessons learned, and address limitations and challenges.
– Period of renovation and integration (2000 – present): The Training Department has coordinated with the Departments of Education and Training and the Local Military Recruitment Boards of provinces and cities to disseminate the propaganda and guidance of admission to the University. Besides, the Training Department works with ministries and sectors to train high-quality human resources for industrialization and modernization, training specialized doctors and appointed doctors. Training programs and regulations of subjects shall be adjusted according to regulations of the Ministry of National Defense and the Ministry of Education and Training, in accordance with reality.
Facing the deep integration trend, the Training Department has provided recommendations to the Party Committee and the Univesity’s Board of Directors in constructing and declaring the mission of the Vietnam Military Medical University. This includes establishing outcome standards for different target groups, developing comprehensive training plans, and integrating theory with the practical tasks of units, hospitals, and the community. Efforts have been made to enhance the quality of faculty members and educational administrators while effectively applying information technology in teaching, examinations, and assessments. There have been innovations in developing integrated training programs based on competencies and outcome standards. The aim is to build and develop the University as a research-oriented university model from 2020 to 2030.

4. Position, Functions, and Duties
4.1. Position and Functions
The Training Department is an agency under Vietnam Military Medical University (VMMU) with the function of advising the Party Committee and the School’s Board of Directors on leadership, guidance, management, and organization of higher education activities within the University. It commands and manages units, personnel, and soldiers according to the regulations of the State, the Ministry of National Defense, and VMMU.
4.2. Duties
a) Lead and coordinate with other agencies and units in developing training programs and plans for opening training branches, as well as to develop and implement undergraduate training plans. Organize the compilation and review of textbooks and teaching materials for various undergraduate groups.
b) Organize the training and development of lecturers (evaluate and recognize lecturers and teaching assistants, hold competitions, make recommendations for teacher titles and positions, as regulated); innovate teaching methods; train and enhance the qualifications of the teaching staff; monitor, compile statistics, and manage the quality of lecturers.
c) Lead and coordinate with other agencies and units to establish training regulations and regulations for managing university students; organize and manage the university training process; manage the academic performance and conduct of students; make decisions on promotions, examinations, end-of-term assessments; manage the issuance of diplomas and certificates as prescribed; maintain compliance with training regulations, guidelines, and management of training activities.
d) Organize the university admissions process; lead the organization of conferences, seminars, competitions, and sports events in educational and training work; collaborate with other agencies and units to organize opening and closing ceremonies; summarize the training situation and report to Board of Directors and higher-level authorities.
e) Lead and coordinate with other agencies and units to organize end-of-term exams, credit and subject exams, modules, and graduation exams. Collaborate with the Department of Military Science to organize scientific research activities.
f) Coordinate with agencies and units to prepare annual budgets for university education; manage and use training infrastructure as required.
g) Coordinate and enter into contracts with relevant units within and outside the school, as well as higher-level specialized agencies to implement university education tasks.
h) Organize the printing of textbooks and training materials, as well as other documents and materials when assigned.
i) Build strong, exemplary party cells and comprehensive units within the department to serve as models.
k) Carry out other duties as assigned.
