Innovating training to meet requirements of building a modern army

On August 13 in Hanoi, the Party Committee of the Vietnam Military Medical University (VMMU), under the Ministry of National Defense, held its 23rd Congress for the 2025-2030 term with the motto: “Solidarity – Democracy – Discipline – Innovation – Creativity.”

Attending the Congress were Colonel General Nguyen Hong Thai, Member of the Party Central Committee, Member of the Central Military Commission, and Deputy Minister of National Defense; representatives from the General Department of Politics, the Inspection Committee of the Central Military Commission, the Office of the Central Military Commission, the Department of Propaganda and Training, the Department of Organization, the Department of Personnel, and the Department of Protection and Military Security; along with the leadership of the Party Committee and Board of Directors of VMMU, and 198 delegates who are exemplary Party members, representing the intellect, will, and aspirations of more than 4,000 Party members across the Party Committee.In his report at the Congress, Lieutenant General, Assoc. Prof., PhD. Nghiem Duc Thuan, Secretary of the Party Committee and Political Commissar of VMMU, stated that during the 2020-2025 term, the Party Committee, the Board of Directors of VMMU, and Party committees and commanders at all levels strictly abided by the leadership and directions of the Central Military Commission and the Ministry of National Defense.

At the same time, by upholding leadership principles, the entire VMMU has maintained solidarity and unity, overcome difficulties, and successfully fulfilled assigned tasks, with a focus on the key objectives set out in the Resolution of the 22nd Party Congress of VMMU. Notable achievements include: innovating and improving the quality of education and training; enhancing medical examination, treatment, and scientific research; and building a comprehensively strong, “Exemplary and Typical” unit that has achieved many positive results.dhqy2.jpg

Lieutenant General, Assoc. Prof., PhD. Nghiem Duc Thuan further emphasized that, thoroughly grasping the guidelines, viewpoints, and policies of the Party and the Central Military Commission on education and training, medical examination and treatment, and scientific research, during the 2025-2030 term, the Party Committee and Board of Directors of VMMU will focus on building a Party organization that is strong in politics, ideology, and ethics; enhancing the leadership capacity and fighting strength of Party committees and organizations at all levels, as well as the role of cadres and Party members; and developing VMMU in a comprehensive manner.VMMU will continue to innovate and improve the quality of education and training; promote scientific research, innovation, digital transformation, and administrative reform; and push forward key breakthroughs to create strong and comprehensive progress in all areas of work.In addition, VMMU will be built into a revolutionary, standardized and modern institution, a center for education, medical treatment, scientific research and innovation with prestige at both the national and regional levels, meeting the healthcare needs of soldiers and the people. Specific goals include striving by 2030 to basically meet the criteria of a research-oriented university, ranking among the leading institutions in Vietnam and the region in the health sciences; achieving a graduation rate in which 78% of students are graded good, very good or excellent; and ensuring that 100% of graduates are capable of fulfilling their duties and responsibilities in their assigned positions.

VMMU aims to develop Military Hospital 103 to fully meet the criteria of a special-class hospital, while ensuring that Le Huu Trac National Burn Hospital continues to advance as a leading center of high-level specialized techniques and fulfills the criteria of a special-class hospital. The goals also include cultivating two to three leading experts in the fields of military medicine and pharmacy; achieving seven to twelve national-level research projects and 35 to 40 ministerial-level or equivalent projects; publishing more than 120 articles annually in international ISI/Scopus-indexed journals; and conducting approximately 110 institutional-level projects each year. In addition, 100% of curricula and training materials will be fully digitized.Particularly, VMMU strives to ensure that over 95% of Party organizations, officers, and Party members successfully and excellently complete their assigned tasks each year.

In his directive speech at the Congress, Senior Lieutenant General Nguyen Hong Thai, Deputy Minister of National Defense, emphasized that the task of safeguarding the Fatherland and building a revolutionary, regular, elite, and modern Army sets forth higher and more demanding requirements.For VMMU, in addition to its tasks of education, training, scientific research, and medical examination and treatment to ensure the health of service members and the people, building a smart and modern VMMU is a heavy responsibility. This requires high standards in all aspects, especially in innovating military medical and pharmaceutical training to meet the requirements of building a modern Army.Therefore, during the 2025-2030 term, the Party Committee of VMMU must focus on improving the quality of education and training, effectively implementing the principle that “the quality of VMMU’s training is the combat readiness of the unit.” Particular attention should be given to developing curricula and training programs at all levels and disciplines in accordance with outcome standards, ensuring systematic, modern, and practice-oriented content, with the goal that by 2030, VMMU will become a smart, modern institution that essentially meets the criteria of a research-oriented university, ranking among the leading institutions in the nation and the region in the field of health sciences.The Party Committee should also focus on leading and directing the development of the faculty and staff to meet both immediate and long-term needs of VMMU; strengthening in-depth investment to modernize infrastructure to support high-quality education, research, and medical services; promoting the development of advanced medical techniques; improving professional expertise, medical ethics, and sense of responsibility among medical personnel; and placing strong emphasis on cultivating medical ethics among physicians and healthcare workers.

VMMU will enhance the application of information technology and digital transformation in medical examination and treatment, health consultation, and clinical training to meet the requirements of developing hospitals under the model of a modern “University Hospital.” It will also effectively implement the study and practice of Ho Chi Minh’s ideology, morality, and style in association with Resolution No. 847 of the Central Military Commission and the campaign “Promoting tradition, dedicating talent, worthy of Uncle Ho’s Soldiers in the new era” through many creative and effective models and approaches.These efforts contribute to building a revolutionary, regular, elite, and modern People’s Army of Vietnam, capable of fulfilling the task of safeguarding the Fatherland in the new situation.
