Le Huu Trac National Burn Hospital Party Committee: Summary of 10 years of implementing Resolution 689-NQ/QUTW of the Central Military Commission

On the afternoon of May 17, 2024, the Party Committee of Le Huu Trac National Burn Hospital (Vietnam Military Medical University) held a Conference summarizing 10 years of implementing Resolution No. 689-NQ/QUTW dated October 10, 2014 of the Military Central Committee for prevention and recovery of consequences of natural disasters, relief and rescue until 2020 and the following years.

This is the unit chosen by the Vietnam Military Medical University (hereafter VMMU) with the purpose of gaining more experience in such events. Attending and directing the Conference were Colonel Pham Duc Tiep, Deputy Director of VMMU and delegates from concerned agencies and units. Colonel Nguyen Trung Thuc, Secretary of the Party Committee, Deputy Director of the National Burn Hospital Le Huu Trac chaired the conference.

As addressed in the main reports and regarding the opinions presented at the Conference, over the past 10 years, the Hospital Party Committee has led and directed the thorough and effective implementation of resolutions and directives of the Ministry of National Defense, VMMU and the Hospital on prevention and recovery of consequences of natural disasters, relief, and rescue – with identification of this as one of the “peacetime combat” tasks. More specifically, things to consider are: proactively grasping and forecasting the situation as well as developing plans and anticipating options; organizing follow-up training and practice; preparing emergency as well as rescue forces and means in all situations according to the regulations. Other initiatives also include maintaining strict on-duty regime, coordinating with forces to handle situations well in responding to incidents, natural disasters, catastrophes, search and rescue; strictly maintaining regulations on coordination and cooperation of agencies and units in fire prevention, fighting, and rescue work.

The hospital has advised the Ministry of Health and Military Medical Department to build a network of emergency and burn treatment for military and civilian medical services; to participate in first aid drills and mass burn treatment due to fire and explosion disasters at military medical levels organized at the Navy, Military Hospital 105 (General Department of Logistics) and Phuc Tho General Hospital; to be involved in military medical exercises of three countries Vietnam – Laos – Cambodia in responding to disasters; to assess medical needs during the disaster caused by Typhoon Lifan; to initiate emergency medical response support for disasters in Türkiye; to develop disaster medicine training programs to be applied in medical facilities in Lao Cai, Can Tho, Quang Ninh, and Quang Binh; to participate in the ARCH project (project to improve medical response capacity to disasters of ASEAN countries); to proactively coordinate with the Hanoi People’s Committee and Army units stationed in the area, and the Police force in performing the tasks of natural disaster prevention and control, search and rescue…

Speaking at the Conference, Colonel Pham Duc Tiep, Deputy Director of VMMU, praised the results the Hospital has achieved in 10 years of implementing Resolution No. 689 of the Central Military Commission. At the same time, it is recommended that in the coming time, the Hospital Party Committee should perform well in leadership and direction, further promoting propaganda tasks and raising awareness of the officials, employees, and soldiers in implementing prevention work, natural disaster prevention, search and rescue; to effectively implement the Civil Defense Law, Fire Protection and Prevention Act, Law on Natural Disaster Prevention and Control, Search and Rescue. It is also necessary to: strictly maintain combat readiness, emergency duty, and mobile emergency duty; to strengthen coordination and exchange; to organize training, coaching, and mass burn emergency drills for forces and military medical services for ensuring quality and practical effectiveness in order to promote the power of the entire political system in carrying out this task.

 At the Conference, the Party Committee and Board of Directors of the Hospital rewarded 2 groups and 2 individuals for their achievements in 10 years of implementing Resolution No. 689 of the Central Military Commission.
