Leading the development of the Vietnam Military Medical University into a center for training, treatment, and scientific research in modern medicine and pharmacy.
As a leading center for training, scientific research, and treatment in the military, the Party Committee and Board of Directors of the Vietnam Military Medical University (VMMU) have focused on providing comprehensive, consistent, and effective leadership and direction through numerous policies and measures aimed at building an exemplary, strong, and clean Party organization, and a regular, scientific, and modern university, contributing to strengthening the Vietnam People’s Army in the new era.
Enhancing the quality of training, treatment, and scientific research
Fully aware of the need to train high-quality medical personnel, conduct research in medicine and military medicine, and provide healthcare for military personnel and civilians, the Party Committee and Board of Directors of the VMMU have effectively implemented the motto: “The quality of the school’s training is the combat readiness of the unit.” As a result, the protection and healthcare for military personnel and civilians have been ensured, increasingly meeting the university’s core political mission.

Thoroughly grasping the Party’s and the Central Military Commission’s resolutions on comprehensively renewing education and training in the new situation, the Party Committee and Board of Directors of the VMMU have led and effectively implemented resolutions on education and training. The university has completed the development of undergraduate programs (medical doctor, pharmacist) and postgraduate programs in the direction of competency-based integration aligned with outcome standards. As a result, over 78% of undergraduate military medical doctors and pharmacists graduated with good or excellent grades; 97.2% of postgraduate graduates were rated good, very good, or excellent. The university currently offers four master’s degree programs, eight doctoral programs, and a preventive medicine doctor program.
The university’s faculty and management staff are generally sufficient in both quantity and quality to meet mission requirements, with a focus on developing young lecturers in military medicine and clinical disciplines. Measures have been implemented to improve foreign language proficiency among staff, lecturers, cadets, and students, including the development of an English-language training program for military general practitioners, as well as the organization of second-degree programs, and courses for international English certifications and VSTEP.
The university has effectively carried out training and preparation for personnel of Level-2 Field Hospital Rotation 4 and Level-2 Field Hospital Rotation 6 participating in United Nations peacekeeping missions, earning high praise from international organizations, governments, local authorities, residents, and UN mission agencies.
In the field of scientific research, the university consistently aligns its work with national defence, healthcare, and the State and Ministry of National Defence’s key science and technology programs for the 2020–2025 period. It has taken the lead in 12 national-level projects and 20 ministerial-level and equivalent projects. Each year, the university conducts nearly 120 grassroots-level projects and publishes more than 120 papers in prestigious international scientific journals—over 200% higher than the targets set by resolution. The scientific research movement has been vigorously promoted, resulting in many high-achieving works, products, initiatives, and projects winning top awards, earning exclusive patents and intellectual property rights, and generating innovations that provide significant support for training, treatment, and research.

Focusing on building a standardized, scientific, and modern university
To meet the requirements of building a standardized, scientific, and modern academy, VMMU has focused on investing in infrastructure and equipment. In recent years, the university has comprehensively upgraded and modernized its lecture halls, smart classrooms, simulation centers, electronic library, and information technology systems to serve education and scientific research.
Its system of teaching hospitals (Military Hospital 103, Le Huu Trac National Burn Hospital, and the Military Institute of Clinical Embryology and Histology) has been developed to modern standards, serving as facilities for training, medical examination and treatment, scientific research, and technology transfer at the national and regional levels.
VMMU is also among the first units in the military to proactively lead in developing a comprehensive information technology and digital transformation plan under the “Smart School” model to meet mission requirements. The university continues to improve the quality and efficiency of its electronic library, digital library, and databases.
Effectively ensuring the supply of pharmaceuticals, equipment, and procurement, along with the safe and efficient management, operation, and utilization of these resources, remains a priority. The university has strengthened the application of information technology and advanced digital transformation in medical examination and treatment, health consultation, and clinical training, in line with the development of a modern “university hospital” model.
VMMU has also promoted cooperation activities, signing memorandums of understanding with traditional partners and expanding collaboration with those excelling in medical and military medical fields. Efforts focus on investing resources to develop new and advanced medical techniques.

Focusing on building an exemplary, strong, and clean Party Committee
The Party Committee of the VMMU has implemented a comprehensive set of measures to strengthen the academy’s Party organization in political, ideological, and ethical aspects. It has proactively and effectively countered the “peaceful evolution” strategy of hostile forces, resolutely rejecting distorted views and misconceptions. The vast majority of cadres and Party members demonstrate firm political will, steadfastly upholding Marxism–Leninism, the ideology of Ho Chi Minh, and the goal of national independence linked with socialism, ready to accept and successfully accomplish all assigned tasks.
Building the Party in terms of politics, ideology, and ethics is given special priority. All Party organizations have thoroughly studied and strictly implemented the Party’s resolutions and directives. The sense of responsibility and exemplary conduct of cadres and Party members, especially those in leadership positions, has been enhanced. Annual evaluations show that 99.52% of Party committees, 100% of Party organizations, and 99.3% of Party members meet or exceed performance requirements (with 95% rated as having completed their duties well or excellently).
Thoroughly grasping, concretizing, and strictly implementing resolutions, regulations, and guidelines on Party inspection, supervision, and disciplinary enforcement, the Party Committee of the VMMU has completed its inspection and supervision plans for the term and each year, ensuring quality and effectiveness.
Party committees and committee members at all levels have actively innovated leadership methods, working styles, and professional conduct. The Party Committee and the Standing Board of the VMMU Party Committee consistently uphold principles, focus collective wisdom, maintain strong unity, and exercise decisive leadership. They lead by example, promote the role of key cadres, and foster a spirit of bold thinking, decisive action, accountability, innovation, and creativity.
Proud of its tradition as a unit three times honored with the title Hero of the People’s Armed Forces, the Party Committee and Board of Directors of the VMMU will focus on leading and directing the development of high-quality medical and pharmaceutical human resources, advancing military medicine to meet the demands of high-tech warfare, and ensuring healthcare for military personnel and civilians in the new context. Efforts will be intensified to promote scientific and technological development, innovation, and digital transformation. Upholding the cultural values of Uncle Ho’s Soldiers, the university strives to become a center for modern medical and pharmaceutical training, treatment, and scientific research.
