Striving to excel in policy work with dedication and responsibility

In 2023, the policy work of the Vietnam Military Medical University has closely followed the practical missions of the unit, comprehensively implemented with focal points, in accordance with plans, and achieved significant results. Activities have been meticulously executed, bringing profound political and social significance, contributing to improving the material and spiritual life of staff, employees, cadets, and soldiers; as well as beneficiaries of policies, revolutionary contributors, and the people.

Identified as one of the crucial tasks in Party work – Political work’s (PPW) activities, in 2023, policy work continuously receives attention and guidance from the Party Committee and leadership at all levels of the Vietnam Military Medical University, ensuring comprehensive implementation with focal points, to effectively safeguard the Party’s, state’s, military’s policies for all beneficiaries within the military.

Despite encountering certain difficulties and constraints during the implementation process, such as the execution of gratitude activities across various regions, notably in remote and ethnic minority areas, and the limited experience of policy officers in charge… However, based on adherence to the Party Committee’s resolutions and the Vietnam Military Medical University’s PPW Plan for 2023, as well as the prevailing circumstances, agencies and units have proactively overcome challenges, constructing and comprehensively executing policy-related tasks.

Accordingly, the Party committees and commands of units within the Vietnam Military Medical University have thoroughly embraced and diligently implemented the directives, regulations, and guidelines regarding policy work, the focal points include Directive No. 14-CT/TW of the Secretariat of Central Committee on continuing to enhance the Party’s leadership in recognizing revolutionary contributors; Directive No. 169/CT-QUTW of the Central Military Standing Committee on strengthening leadership and direction in policy work for the military and its rear services during the 2021-2025 period; and the Plan of the General Department of Politics of the Vietnam People’s Army on gratitude activities for the Ministry of National Defence in 2023… Timely leadership, direction, and effective implementation of policies for the military and its rear services have been aptly conducted in line with practical needs. Throughout the process, the Party committees and commands at all levels have provided timely guidance, supervision, and instructions to relevant agencies and units, ensuring the enhancement of the quality and effectiveness of policy work for officers, staff, cadets, students, and soldiers within their respective units.

The outstanding results are as follows: Based on the 2023 policy work plan, the University has organized activities to pay tribute and express gratitude, including meetings, visits, and gift-giving to veterans, martyrs’ families, and individuals with contribution who are working within the unit and in stationed areas on commemorative days, holidays, and festivals, bringing profound political and social significance. The University has effectively ensured welfare policies for its officers, staff, cadets, students, soldiers and retirees according to regulations.

Focusing on effectively addressing emergency relief aid and tuition fee waivers for students from disadvantaged backgrounds; implementing correctly, fully, and promptly the policies for active-duty military personnel and defense officials; notably executing the provisions under Decision No. 15/2009/QD-TTg of the Prime Minister for 95 comrades (officers, professional soldiers) with a total amount exceeding 1.2 billion VND; providing emergency relief aid for 179 salary-earning individuals currently serving in the military, totaling nearly 70 million VND; supporting the construction of 3 solidarity houses with a fund of 240 million VND… Timely delivering gifts from the President to 14 relatives of revolutionary contributors currently serving in the military…

To further enhance the effectiveness of policy work, in the coming time, the Vietnam Military Medical University will continue to thoroughly grasp and implement directives, decrees, resolutions, and circulars at all levels regarding policy work in line with the practical situation of the unit; ensuring timely, practical, and effective implementation. The University will continue to effectively implement policies to care for retired military personnel; professional soldiers and defense officials; individuals working in essential organizations

suffering from serious illnesses, requiring long-term treatment, or mental health issues. Advising, proposing, developing, and effectively implementing the plan for gratitude activities in 2024. Regularly paying attention to leading, directing, and effectively implementing policies for the military and its rear units.

In addition, the University is committed to effectively nurturing and enhancing the quality of its personnel engaged in policy work at all levels to meet mission requirements. The University regularly reviews and closely monitors the unit’s situation, proposing recommendations to relevant authorities of the Ministry of National Defence to consider and supplement the implementation of special military allowance regimes for personnel within the unit, especially those serving in challenging and hazardous environments.
