THE DETERMINED-TO-WIN EMULATION CONGRESS OF THE VIETNAM MILITARY MEDICAL UNIVERSITY FOR THE PERIOD 2019-2024: DETERMINED TO BRING THE EMULATION MOVEMENT TO NEW HEIGHTS

On the morning of September 23, the Vietnam Military Medical University (hereafter VMMU) organized the Determined-to-Win Emulation Congress for the 2019-2024 period. Lieutenant General Pham Truong Son, Deputy Chief of General Staff of the Vietnam People’s Army, attended and directed the Congress. Also attending were the leaders and delegates of agencies and units inside and outside VMMU.

Speaking at the opening of the Congress, Lieutenant General, Associate Professor, Dr. Nguyen Xuan Kien, Director of VMMU, said that on June 11, 1948, President Ho Chi Minh issued a call for patriotic emulation. “Emulation is patriotism, which in turn requires emulation; therefore, those who join the emulation are the most patriotic.”, he affirmed.

Embracing Uncle Ho’s teachings, over the past years under the leadership of the Party, directly the Central Military Commission and the Ministry of National Defense, the direct direction of agencies under the Ministry of National Defense and the General Department of Politics, along with the help of party committees, authorities, departments, branches, unions and local people in the area where the VMMU is located, its “determined-to-win” emulation movement has been led and guided by the Party Committee, leaders and commanders of all levels with innovation and comprehensiveness, thereby ensuring regularity and continuity, focusing on breakthroughs in weak areas, difficult tasks, and key tasks.

According to Director Nguyen Xuan Kien, VMMU’s 2019 – 2024 Emulation Congress is a profound political activity with extremely important meaning. This is an opportunity to summarize, evaluate and affirm the important position and role of the Determined-to-Win emulation movement towards the successful implementation of the unit’s political tasks.

At the same time, it is vital to recognize, praise, honor and reward the outstanding groups and individuals in the Emulation Movement, in studying and following Ho Chi Minh’s ideology, ethics and style among the officers, employees, students, staff of VMMU over the past 5 years. From there, it is important to determine the directions, goals, tasks and solutions to continue innovating the emulation and reward work, promoting the movement to a new level.

According to the Summary Report at the Congress, it is important to thoroughly grasp and implement the motto “The quality of the school’s training is the unit’s combat readiness.” During the period 2019 – 2024, VMMU has trained 1,799 undergraduate students and 1,503 postgraduate students, meeting the military’s combat readiness tasks and human resources for the medical industry, as well as for the armies of neighboring countries Laos, Cambodia…

“The hospitals and institutes under the VMMU carry out the work of medical examination and treatment effectively, contributing to the improvement of the medical examination and healthcare quality for soldiers and people. Military Hospital 103 maintains professional techniques well, in which some specialties have had positive developments, such as kidney transplant, cardiovascular surgery and oncology. It is also to support the Central Hospital 103 of the Lao People’s Army in successfully performing kidney transplants on living donors (currently 18 pairs have been successfully transplanted).”

Regarding scientific research, from 2019 until now, 521 articles have been published in prestigious journals under the ISI/Scopus system; the proposal has been made to recognize technical and professional titles for 330 starting-ranked officials, 148 main-ranked officials, 78 senior-ranked officials, 15 People’s Physicians and 30 Outstanding Physicians.

Along with that, VMMU has also organized Level-2 Field Hospitals and train their members for participation in the United Nations peacekeeping to ensure compliance with plans and good quality. Level 2 Field Hospital No. 4 has successfully completed its mission in the Republic of South Sudan, highly appreciated by international organizations, United Nations missions, governments, authorities and local people. Recently, on September 18, 2024, VMMU completed the procedures and organized the handover of Level 2 Field Hospital No. 6 to the Vietnam Peacekeeping Department according to the plan of the Ministry of National Defense.

Le Huu Trac National Burn Hospital maintains good quality of burn treatment, while focusing on developing specialized wound healing. Moreover, aesthetic and reconstructive plastic surgery has also achieved many positive results.

In directing the Congress, Lieutenant General Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People’s Army, on behalf of the leaders of the General Staff, warmly congratulated VMMU on its outstanding achievements over the past 75 years. In particular, the outstanding groups and individuals were praised and rewarded at the Congress.

Deputy Chief of General Staff of the Vietnam People’s Army emphasized that over the past 5 years, under the leadership and direction of the Central Military Commission, the Ministry of National Defense, and directly the Party Committee, VMMU’s Board of Directors, staff and students have upheld the spirit of revolutionary heroism, promoting the patriotic emulation movement.

With the spirit of solidarity, initiative, creativity, daring to think and do, VMMU has strived to overcome the difficulties and challenges, thereby achieving great progress in training, scientific research, treating and caring for the health of the soldiers and people. This is to build VMMU as a leading scientific medical center of the army and the whole country.

Lieutenant General Pham Truong Son assessed that VMMU has successfully performed all three key political tasks, including training of high-quality human resources for the Army and the health sector, research and development of medical and pharmaceutical science and technology, as well as improvement of the quality and efficiency of medical treatment and examination.

Along with that, VMMU has proactively promoted international cooperation in training and scientific research in medicine, especially military medicine, with countries developing advanced and modern medical skills, such as Russia, Japan, Korea, Singapore, Germany and the United States.

In the coming years in the world, peace, cooperation and development will still be the main trends, but there will be unpredictable developments. Lieutenant General Pham Truong Son proposed that the Party Committee of VMMU and its Board of Directors, politicians and commanders at all levels need to further strengthen leadership, direction and management, as well as raise ideological awareness and make the spirit of emulation of patriotism truly become a sense of responsibility and voluntary. This also includes regular work of each agency, unit and all military officers, employees, and students throughout the University.

In addition, it is important to ensure that the Determined-to-Win emulation movement closely follows VMMU’s political tasks, focusing on building a team of officials at all levels, lecturers and staff with ethical qualities and professional qualifications that meet its needs, missions and requirements. Moreover, it is recommended that this emulation movement be closely linked to the emulation movements and campaigns of all sector levels and localities. It is also advisable to continue researching and innovating the stages and steps of organizing emulation and conducting reward work, creating new changes in quality and ensuring regularity, continuity, sustainability, and depth in organization of emulations and rewards.

The Deputy Chief of General Staff of the Vietnam People’s Army also proposed that VMMU proactively, strengthen the Councils as well as the Emulation and Commendation Teams at all levels; to supplement and complete regulations on emulation and rewards; to promote the roles and responsibilities of the standing body of the Emulation and Commendation Council and political officials at all levels in directing, guiding, implementing and inspecting each agency and unit. Reward work must be substantive, public, accurate, timely, and grassroots-oriented.

“At the Congress, VMMU awarded the flag for commendation titled “Excellent and exemplary unit in the Determined-to-Win Emulation Movement in the period 2019-2024” to 3 units; Awarding certificates of merit to 25 groups and 77 individuals in the Determined-to-Win Emulation Movement at VMMU in the period 2019-2024.”
