Vietnam Military Medical University Emulates Innovation and Digital Transformation” and “Digital Mass Education”
On the afternoon of July 22, in Hanoi, the Military Medical Academy (under the Ministry of National Defense) held a ceremony to launch the emulation movement titled “ Vietnam Military Medical University (VMMU) Emulates Innovation and Digital Transformation” and “Digital Mass Education.”

Attending the launching ceremony were leaders of the Vietnam Military Medical University; commanders of affiliated agencies and units; and nearly 1,900 officers, lecturers, staff members, students, soldiers, and workers at the central hall and six satellite locations of the university’s subordinate agencies and units.
Speaking at the launching ceremony, Lieutenant General, Associate Professor, PhD Nghiem Duc Thuan, Secretary of the Party Committee, Political Commissar, and Chairman of the Emulation and Commendation Council of the Vietnam Military Medical University, stated that for the military, digital transformation is a command of the times, a “compass,” an inevitable trend, and a strategic lever to enhance overall strength, combat readiness, and the capacity to defend the nation in the face of increasingly complex and unpredictable security challenges.

In response to the demands of the new situation, the General Department of Political Affairs has issued Guideline No. 2250/HD-CT on organizing the emulation movement titled “The Military Emulates Innovation and Digital Transformation” and “Digital Mass Education” with the aim of strongly igniting the aspiration for national development and building a revolutionary, regular, elite, and modern People’s Army of Vietnam. It also seeks to promote the initiative and creativity of organizations, forces, officers, and soldiers.
In the vibrant atmosphere of nationwide emulation activities celebrating the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam, the university has launched the emulation movements “Vietnam Military Medical University Emulates Innovation and Digital Transformation” and “Digital Mass Education” to engage officers, staff, cadets, soldiers, and workers with the highest sense of responsibility and effectiveness. This effort contributes to building a revolutionary, regular, elite, and modern army and propelling the country forward in a new era — an era of strength and prosperity.
The emulation movement will focus on several key areas, including enhancing the quality of education and communication efforts; promoting significant changes in awareness, responsibility, and determination for innovation and digital transformation; inspiring aspirations for dedication, development, and growth; fostering a spirit of bold thinking and action among officers, staff, cadets, soldiers, and workers.

Vietnam Military Medical University aims to promote the transformation of leadership, management, and command methods—from traditional approaches to digital space—based on digital data. It will enhance the pioneering and exemplary role of officers and Party members, especially key leaders at all levels, in practicing innovation and digital transformation. In addition, there will be increased training and professional development to improve knowledge and skills related to digital technology and digital transformation across the entire university.
The “Digital Mass Education” movement will be widely implemented across departments, faculties, and units following the principle “no one is left behind,” with the motto “Those who know teach those who don’t; those who know more help those who know less about digital transformation.” The university will also organize thematic activities on digital transformation, research and develop innovation clubs and activity models, and effectively implement practical models such as “digital units” and “digital soldiers.”
At the same time, efforts will be made to invest in and ensure the synchronization of digital infrastructure and IT equipment across departments and units, thereby building a solid foundation for digital transformation. The university will also actively adopt emerging technologies such as 5G, 6G, and future generations of mobile technology to meet the evolving demands of digital transformation in each phase.

Regarding the goals of the movement, Lieutenant General, Associate Professor, PhD Nghiem Duc Thuan added: The target for 2025 is that over 80% of officers, staff, cadets, soldiers, and workers will have knowledge of digital transformation, digital skills and literacy, and be able to use digital platforms and services in their work. 100% of cadets will be equipped with digital knowledge and skills to support their study, research, creativity, and to interact proficiently in the digital environment.
By 2026, 100% of officers, staff, cadets, soldiers, and workers are expected to possess digital transformation knowledge, digital literacy and skills, be able to utilize digital platforms and services for their duties and use smart devices to access information and essential digital platforms and services. From 2027 to 2030, the goal is for 100% of personnel to master digital transformation.
Representing the officers, staff, cadets, soldiers, and workers of the university in the emulation pledge, Lieutenant Colonel Dang Tien Truong, Head of the Training Department, affirmed: All members of the university will thoroughly grasp and deeply understand the theme, content, and targets of the emulation movements “Vietnam Military Medical University Emulates Innovation and Digital Transformation” and “Digital Mass Education.”
They will be educated and guided to build strong political will, a proper motivation for emulation, and readiness to accept and excellently fulfill assigned tasks—contributing to the successful implementation of breakthrough missions in scientific and technological development, innovation, and digital transformation within the university.

Efforts continue to raise awareness and renew mindsets, with a focus on developing science and technology, promoting innovation, and transforming management models from traditional approaches to data-driven models. The university is organizing activities to apply science, technology, and artificial intelligence (AI) in teaching and educational management. At the same time, officers, staff, cadets, and soldiers are encouraged to proactively learn and acquire essential digital knowledge and skills for their work and studies; to change their thinking and working methods, be willing to abandon outdated habits, and apply digital tools and processes in daily tasks—thereby improving individual productivity and work quality.
Immediately after the launching ceremony, the Vietnam Military Medical University held a training session on “Digital Transformation” and “Digital Mass Education”, featuring the following key topics: basic content on implementing the nationwide “Digital Mass Education” movement; the significance and importance of the movement in advancing digital national development, digital government, digital economy, and digital society in a rapid, comprehensive, and sustainable manner; application and development of Artificial Intelligence (AI).
