Vietnam Military Medical University promotes implementing the Regulation of Democracy at the grassroots
Vietnam Military Medical University (VMMU) held a conference to summarize 15 years of implementing Directive No. 590-CT/ĐUQSTW dated October 4th, 2010 of the Standing Committee of the Central Military Party Committee (now the Central Military Commission) on promoting on the implementation of the Regulation of Democracy at the grassroots (abbreviated as Directive 590) and Directive No. 54-CT/ĐU dated February 17th, 2011 of the Party Committee of the VMMU on continuing to implement Regulation of Democracy at the grassroots.
Major General, Professor, Dr. Tran Viet Tien, Director of VMMU attended the conference chaired by Major General, Associate Professor, Dr. Nghiem Duc Thuan, Secretary of the Party Committee, Political Commissar.
According to the report at the conference, the Party Committee, Board of Directors of, the Party Committees and commanders of agencies and units of VMMU have thoroughly grasped and seriously implemented Directive 590 and Directive No. 54-CT/DU since 2010. They focused on directing, building and implementing the Regulations of the Democracy at the Grassroots synchronously, strengthening the solidarity, unity and the capacity of the leadership.

Party committees and organizations at all levels of VMMU strictly follow the principles of democratic centralism, collective leadership, and individual responsibility. Steering Committee and Party committee members implement the Regulations of Democracy at grassroots in a disciplined and effective way, maintaining the democratic dialogue and resolving difficulties of agencies and units. Mass organizations and military councils operate in accordance with their functions and tasks, promoting the democracy in all aspects of the work, contributing to building the VMMU’s Party Committee comprehensively in terms of politics, ideology, ethics, organization and staff following the slogan “Exemplary, typical”.

Speaking at the conference, Major General, Associate Professor, Dr. Nghiem Duc Thuan acknowledged the results that agencies and units have achieved in implementing Directive 590 and Directive No. 54-CT/DU. Major General, Associate Professor, Dr. Nghiem Duc Thuan requested VMMU’s agencies and units to educate, propagate, disseminate and seriously implement the resolutions, directives and instructions of all levels under the Regulation of Democracy at grassroots. Besides, he emphasized the need for creating positive changes in the awareness and actions of Party committees, Party organizations, cadres, employees in implementing the Regulation of Democracy at grassroots associated with building Party organizations and “exemplary, typical” units.

In addition, agencies and units must supervise the Party organizations and Party members, evaluate the implementation of the Regulation of the Democracy at grassroots, the principle of democratic centralism, working regulations, leadership regulations, and working regimes. Moreover, the implementation of the regulations on democratic dialogue and “Political and Spiritual Culture Day” to promptly resolve the concerns and aspirations of cadres, employees also need to be taken into consideration.
